Achievements, with context

This is not a list of praise. Each entry records what was achieved, how, and what its limitations were — so that results can be weighed against the criticism documented on the next page.

01

Seven consecutive direct mandates

2002 – 2025

Context
The Weilheim constituency is CSU territory, but first-vote shares have fallen across Bavaria since the 2000s.
Action

Result
Won every time: 59.4% (2005), 52.0% (2009), 57.2% (2013), 47.9% (2017), 41.9% (2021), 45.8% (2025).
Significance
A stable local base that underpinned his national roles.
Limitations
Shares declined from 2013 to 2021, in line with the CSU’s overall trend.
02

Restoring the CSU’s absolute majority

2013

Context
In 2008 the CSU had lost its absolute majority in the Landtag for the first time since 1962.
Action
As Secretary General, organised the 2013 state and federal campaigns under Horst Seehofer.

47.7% and an absolute majority of seats in the Bavarian election of 15 September 2013; 49.3% of second votes in Bavaria in the federal election.
Significance

03

Transport investment ramp-up

2014 – 2018

Context
Years of under-investment in roads, bridges and rail.
Action
Raised federal transport investment by about 40%.
Result
Around €13.7 billion in 2017 and €14.4 billion planned for 2018.
Significance
Set a higher baseline for later budgets.
Limitations
Planning capacity and approval procedures slowed implementation; reliance on PPP models was criticised by the Federal Court of Audit.
04

Federal Transport Infrastructure Plan 2030

2016

Context
The previous plan dated from 2003.
Action
New plan adopted by cabinet on 3 August 2016, with three expansion laws.
Result
€269.6 billion, around 1,000 projects, 69% for maintenance and replacement.
Significance

Limitations
Criticised for its road share and for projects in his home region.
05

HGV toll on all federal roads

2016 – 2018

Context
Heavy goods vehicles paid tolls only on motorways and some federal roads.
Action
Law passed in 2016, cleared by the Bundesrat on 10 February 2017.
Result
In force from 1 July 2018; around 40,000 km added; about €2 billion a year in additional revenue expected.
Significance
A lasting application of the user-pays principle, compliant with EU law.
Limitations
Higher costs for hauliers, passed on to customers.
06

Broadband funding for rural areas

2015 – 2017

Context
Gaps in rural broadband coverage.
Action
Federal funding programme launched 18 November 2015.
Result
€2.7 billion, later raised to around €4 billion, for municipal expansion projects.
Significance

07

Legal framework for automated driving

2017

Context
No legal basis for automated systems on public roads.
Action
Road traffic act amendment and ethics commission.
Result
Law in force 21 June 2017; twenty ethical guidelines published 20 June 2017.
Significance
Among the first such frameworks internationally.
Limitations
Liability and data questions required later legislation (2021).
08

Migration legislation as minister

2025 – 2026

Context
Coalition agreement commitment to limit irregular migration.
Action
Introduced laws on family reunification, citizenship, safe countries of origin and the EU asylum reform.
Result
All four passed the Bundestag between June 2025 and February 2026 with clear majorities.
Significance
Presented by the government as a change of course in migration policy; critics see it as a tightening at the expense of integration.
Limitations
Border rejections have faced adverse court rulings; deportations depend on countries of origin and the Länder.
09

Civil protection and security capabilities

2025 – 2026

Context
Drone incidents, cyber attacks and a changed security situation in Europe.
Action
€10 billion civil protection pact; drone-defence unit; NIS2 law; new Federal Police Act.
